Founded in 2009, ChangCe Thinktank is a nongovernmental think tank with research areas covering health reform, education reform, climate change, environmental governance, infrastructure and city development, public health, and government regulation. ChangCe Thinktank has hired more than 60 experts and professors as senior research fellows, and appointed an internationally well-known professor to the position of academic committee chairman. Partners of ChangCe include international organizations and government departments such as World Bank, World Health Organization, UK Department of International Development, National Development and Reform Commission, Ministry of Finance, Ministry of Housing and Urban-Rural DevelopmentState Electricity Regulatory Commission, Chinese Center for Disease Control and Prevention, Energy Foundation, Asia Foundation; several industry associations; and The World Top 500 Enterprises.

Position Title: Program Officer

Organization: ChangCe Thinktank

Programs:

• Climate Change and Environment

• Renewable Energy Policy and Power Policy

• Public Finance

• Health Policy

Position Type: Full-Time Job

Location: Beijing, China

 

Essential Duties and Responsibilities:

• Identify and research new potential funding partners with opportunities relevant to ChangCe's focuses;

• Develop correspondence such as initial inquiries, acknowledgements, and reports, as well as program materials for the potential partners;

• Keep all the relationships organized and on track and help maintain good relationships;

• Monitor news and events pertaining to ChangCe's focuses and attend events and meetings in Beijing to network with partner organizations and gather relevant information to report back;

• Design and oversee programs with colleagues;

• Draft, edit and proofread concept notes and proposals;

• Gather and organize documents, attachments and appendices needed for proposal submissions;

• Draft narrative and financial reports to funders;

• Perform other duties as assigned.

 

Requirements:

• A minimum of a bachelor’s degree, preferably in economics, public administration or other related fields;

• Two years minimum full-time work experience in international organizations is preferred;

• Professional work experience in relevant applied research, public policy, and grant-making is preferred;

• Proven program management experience, preferably with a focus on climate change and environmental protection, renewable energy policy and power policy, and public finance;

• Proficiency in project plan and budget development and management;

• Proficiency in project monitoring and reporting to donors;

• Experience building stakeholder and partner relations;

• Working level proficiency in both Chinese and English;

• Knowledge of key organizations and networks active in the field.
