Report to: HRD, Greater China

 

The purpose of the job or role - why it exists:

The M&E HR partner provides value to clients and the organization by anticipating clients' needs and integrating and leveraging HR work products and services to meet those needs. The M&E HR partner cooperates with HR technology colleagues to implement the necessary daily actions and activities that support the M&E function people components of their Strategy and Plans.

Primary Responsibilities:

  • Provide an interface between HR work processes and clients to ensure process integrity and flexibility to advantage clients.
  • Integrate with Area HR Partners/leaders (business and functional) ensuring seamless HR communication and service to the client group. Particularly critical for strategic HR issues impacting the HR Service Leader's ability to consult at high levels in their organization.
  • Manage labor relations with works unions.
  • Educate and provide counsel to leadership and employees on applicable employment laws and legislated requirements with respect to human resources.
  • Ensure successful local implementation and application of HR policies and programs. May include development and implementation of local policies that are aligned with global HR policies and work processes.
  • Coordinate responses to critical data request.
  • Provide feedback to local/regional HR technology colleagues regarding local implementation issues and local needs in the various technologies.
  • Educate and provide counsel to leadership and employees on application of HR policies and work processes.
  • Manage the change process to influence and shape the desired culture.
  • Responsible for clients on multiple sites with significant headcount (3 or more).
  • Responsible for clients in multiple geographic locations.
  • Lead projects across multiple sites.
  • Participate in global HR projects.
  • Represents the Company on external networks/task teams and/or internal committees.
  • Maintains contact with public authorities and/or governmental agencies, as appropriate.     

Critical Success Factors:

  • Breadth and depth of knowledge in HR technologies, tools and processes.
  • In depth knowledge of local labor policies.
  • In depth knowledge of local labor laws and legislation.
  • Ability to work as a team member to meet clients needs.
  • Ability to build relationships with clients through expertise and consultation.
  • Strong interpersonal effectiveness skills, including but not limited to conflict resolution, listening, negotiation.
  • Ability to prioritize.
  • Ability to analyze data and situations, make recommendations and assist with implementation.
  • Facilitation and presentation skills.
  • Knowledge of key work processes within the client's function/business.
  • Ability to handle a client base at multiple sites/functions with significant headcount.
  • Proven leadership capability to lead a special project or process.
  • Ability to manage a complex issue to a successful outcome.
  • Coaching and developing other Site HR managers in China.

Education/Certification/ Experience Requirements

Key Prior Experiences:

  • In-depth understanding of all HR Technologies with a focus on implementation, either through HR Technology assignments or Site HR manager experience.
  • Extensive background in working with clients on HR issues as a part of a large site HR team.
  • Ability to be both an employee advocate and represent leadership.
  • Participated in Six Sigma project(s).
  • Experience in leading projects across multiple sites.
  • Extensive working knowledge of labor and industrial relations issues.
  • Experience in negotiations with unions, works councils, central works council on a country level (if applicable).
  • Lead site/country HR projects.
  • Ability to be a standalone HR person on a site or in a country.
  • Experience/involvement with people component of a major change initiative (restructuring, expansion, divestiture, JV).


 

Educational Requirements:

  • University and/or Advanced Degree preferably in Human Resources/Labor and Industrial Relations.
  • Fluent in local language plus English.
